Human Resource Issues Reviewed; All Departmental Promotion Committees (DPCs) to be Completed by July 31, 2026

Dehradun: The newly appointed Managing Director of the Uttarakhand Power Corporation Limited (UPCL), P.C. Dhyani, has been conducting continuous departmental review meetings to enhance efficiency, transparency, and accountability in the corporation’s functioning since assuming office. Giving top priority to the overall development of the corporation, improvement of consumer services, and timely resolution of employee-related issues, the Managing Director chaired an officers’ meeting even on Sunday.
The meeting included a comprehensive review of Human Resources (HR) matters as well as issues relating to the implementation of the principle of “Equal Pay for Equal Work” for UPNL personnel. During the meeting, Dhyani directed that all pending Departmental Promotion Committee (DPC) processes be completed by July 31, 2026, ensuring timely promotions for all eligible officers and employees.
Reviewing pending Medical Reimbursement cases, he instructed officials to reduce the backlog by at least 50 percent within the next month and ensure that the remaining cases are disposed of satisfactorily within the prescribed timeframe.
Review of Agenda Items for the Upcoming Board Meeting
The Managing Director also attended the office on Sunday to chair a pre-board review meeting ahead of the forthcoming meeting of the Board of Directors. He conducted a detailed review of various projects, financial and administrative matters, and proposals to be placed before the Board.
He instructed officials to ensure that every proposal is technically sound, factually accurate, compliant with applicable rules, and prepared in a well-structured manner keeping in view the corporation’s long-term interests.
Hydro Electric Employees’ Union Congratulates the Managing Director
A delegation from the Hydro Electric Employees’ Union paid a courtesy visit to P.C. Dhyani and formally congratulated him on his appointment as the permanent Managing Director of UPCL.
The union assured him of its full support, stating that every officer and employee of the organization stands firmly with the Managing Director in the interest of the corporation.
On the occasion, the union representatives expressed their best wishes for a successful tenure focused on the welfare of both the corporation and its employees.
In response, Dhyani assured the representatives that the management would maintain positive dialogue and close coordination with employee organizations while adopting a sensitive and constructive approach toward resolving issues concerning employees and the corporation.
“UPCL’s Progress Depends on Its Officers and Employees”
Addressing the gathering, Managing Director Dhyani said that UPCL’s greatest strength lies in its officers and employees. He emphasized that timely resolution of employee grievances, transparent administration, an accountability-driven work culture, and prompt decision-making would remain the corporation’s highest priorities.
He called upon all officers to work with a spirit of teamwork and dedication to take UPCL to new heights.
Among those present during the meeting were Insarul Haq, Ashok Tandon, Rajmohan Singh Bisht, Govind Prasad Nautiyal, Jai Prakash Pant, Sunil Kumar, Vikram Singh Kandari, Vivek Singh, Shamsher Ali, Sanjay, and Satpal, representing the Hydro Electric Employees’ Union.
Review Meeting on Preparations for the Upcoming Kanwar Yatra
Managing Director P.C. Dhyani also reviewed preparations for the upcoming Kanwar Yatra during the holy month of Shravan. The meeting was attended by the Chief Engineers (Distribution) of the Garhwal and Haridwar regions along with the concerned Superintending Engineers.
It may be noted that every year, UPCL undertakes temporary electrical infrastructure works—including the installation of street lighting and other power-related facilities—along the Kanwar Yatra route (canal embankment roads) to facilitate the pilgrimage.
Reviewing the proposed works, Dhyani directed all concerned officials to complete them well before the commencement of the yatra, ensuring the highest standards of quality and safety so that the pilgrimage is conducted smoothly, safely, and without any electrical accidents.
